The logic is simple: this is a company famous for staying open through bad weather, so if a Waffle House has cut its menu or closed outright, the power, water, and road conditions in that area are genuinely severe. FEMA does not compute or publish it as an official statistic; it is an example of estimating conditions on the ground from publicly visible information.
Because the company treats disaster response as business strategy. Waffle House operates its own storm center at headquarters, pre-positions generators and relief staff along storm tracks, and has a defined procedure for switching to a reduced menu that can be cooked on gas when the power fails. When a chain this determined and this prepared to stay open still closes, the area is genuinely inoperable — that is the inference the index rests on. With roughly two thousand locations concentrated in the hurricane-prone Southeast, the chain also offers unusually fine geographic resolution.
Every hour it collects the posted operating hours of every store from Waffle House's official locator. Every store is re-tallied once an hour. The locator shows only the current state and offers no history, so the chart below is econix's own series, accumulated one sample per hour — it cannot reach back before collection began, and swings shorter than an hour never appear in it.
